Temperature was -12°C during the day, with the sun and clear sky.
Snow was covering all the city.

But, in Goteborg, people keep using bicycle even during the winter. I was really surprised (and amazed) by this.

Humans adapt. When still living in the city (where bike lanes are plowed) I used to ride my bike to work and back (2 x 16 km) year round. Winter tires with studs, power-led lights, proper clothing and even a mask for really cold days (-30°C was my limit). Rain is much worse than snow and cold temps.
